| Briefing of Friendly Association Between Xicheng District and Nakano District of Tokyo |

Xicheng District and Nakano District of Tokyo built up friendly connections in 1986. Over the past 16 years, the two districts realized the exchange way of combining government and non-government. Rich achievements have been made in such aspects as culture, education, sports, hygiene, economy, technology, staff training, administration study, etc. A batch of traditional exchange projects became popular and a Sino-Japan friendship team has been strengthening constantly.
1984
Mr. Aoyama Yoshimichi, head of Nakano District, proposed for many times building up the friendly connections with a district of Beijing. Recommended by Office of Foreign Affairs of the government of Beijing, Government of Xicheng District began affiliating with government of Nakano District. In September of the same year, Mr. Zhao Zhongqing, head of Xicheng District, visited Nakano District on a special trip while visiting with delegation of county magistrates of urban district of Beijing.
Aug, 1985
Mr. Kohyama Kohichi, Vice Head of Nakano District, led the first fact-finding mission to observe Xicheng District. In November of the same year, the second fact-finding mission observed Xicheng District.
Sep. 5, 1986
Mr. Zhao Zhongqing, Head of Xicheng District, signed in Beijing the agreement of building up the friendly cooperation relations between Xicheng District and Nakano District with Mr. Kohyama Kohichi, Head of Nakano District, to develop extensive exchange and cooperation. Planting in Shisha Sea area a pine that symbolized the friendship, Xicheng District became the first district of Beijing that set up friendly cooperation with foreign cities.

Mr. Yi Xiqun, Head of Xicheng District, led exhibition group of folk custom gift of Xicheng District to Nakano District and held folk custom gift exhibition.

After the political disturbance of Beijing, Kohyama Kohichi, Head of Nakano District, sent a telegram to and greeted the Xicheng District and people living here, expressing no matter what happened, friendship towards Xicheng District and exchange projects with Xicheng District remained same as before.

Nakano District sends juvenile kitty ball delegation to have a friendly match with the baseball team of Damucang primary school every year.

Kohyama Kohichi, Head of Nakano District, led the friendly delegation attending the 5th anniversary celebration of building up friendly cooperation between the two districts, and held ¡°Photographic Exhibition of Local Conditions and Customs of Nakano District¡±. Ms. He Luli, Vice Mayor of Beijing, presented herself in the opening ceremony and cut the ribbon for the exhibition.

For commemorating the 20th anniversary of the normalization of relations between China and Japan, Nakano District formed a team together with Xicheng District attending Sino-Japan Twin Cities Adult Table Tennis Match organized by the National Friendly Association.

Mr. Liu Guiling, director of Standing Committee of the National People's Congress of Xicheng District, led the visiting group to Nakano District, went on an extensive exchange with Diet of Nakano District, and attended the photographic exhibition of local conditions and customs of Xicheng District held there.

International Exchange Association of Nakano District sends ¡°Tour Group to Know Chinese Youth¡± to visit Xicheng District every year, developing the exchange between the youth.

Mr. Kohyama Kohichi was no longer in charge of Nakano District, but president of International Exchange Association of Nakano district instead. Mr. Kohyama Kohichi has set an example by personally taking part in and advocating Japan-China friendship since elected as the head of Nakano District in 1986. He has visited China 25 times so far, participated in friendly exchange activities between the districts, set up good relations with all past successive leaders and heads of departments of the government of Xicheng District, and made contributions to the development of friendly connections between Nakano and Xicheng districts. Mr. Kohyama Kohichi is a friend who can be trusted.
