Briefing of Friendly Association Between Xicheng District and Chung-Gu District of Seoul 1.Background After China and South Korea established diplomatic relations in 1992, friendly association between districts was brought into schedule. Introduced by Mr. Ryu myeong-gyu, President of Learning and Culture Exchange, and Mr. Eom gi-dong, President of Yu hwa Construction Company,Xicheng District began to get in touch with Chung-Gu District of Seoul at the end of 1993. Information about each other was exchanged. Li BingHua, Head of Mr. Xicheng District, exchanged letters with Mr. Kim dong-il, Head of Chung-Gu District, and reached the agreement unanimously of developing friendly association between the two districts. 2.Chronicle of Events 1992 China and South Korea established diplomatic relations. Xicheng District began to get in touch with Chung-Gu District of Seoul. Mr. Li BingHua, Head of Xicheng District, exchanged letters with Mr. Kim dong-il, Head of Chung-Gu District, and reached the agreement unanimously of developing friendly association between the two districts. Jun 9 – Jun 14, 1994 A mission of 4 people, led by Mr. Lee dae-zhu, chief of general affairs, gave a visit to Xicheng District. Aug. 31 – Sept. 5, 1994 Mr. Wang Wei, Vice Head of Xicheng District, led government delegation of Xicheng District of 5 people to visit the Chung-Gu District. Oct. 17-Oct. 21,1994 Mr.Kim dong-il, Head of Central District, and Mr. Kim jang-hwan, Speaker of Chung-Gu District, led diet delegation of the government of Chung-Gu District to visit Xicheng District. Oct. 18, 1994 The two parties signed the friendly cooperation agreement formally in Xicheng District. Ms. Zhang Saina from Office of Foreign Affairs of Beijing, Ms. Shi Meihuang, Deputy Chairman of Beijing Friendship Association, Mr. Wang Changlian, Head of the government of Xicheng District, Mr. Liu DongSheng, director of National People's Congress of Xicheng District, and Mr. Liu GuiLing, chairman of People's Political Consultative Conference of Xicheng District, had attended the signing ceremony. Ms. He Luli, Beijing Vice Mayor, met members of the delegation of Chung-Gu District on the same day. Mar. 8 – Mar. 14, 1995 Mr. Wang Changlian, Head of the government of Xicheng District, Mr. Liu DongSheng, Chairman of National People's Congress of Xicheng District, led a 10-people delegation of government officials and economic personages visiting the Chung-Gu District. Nov. 13 – Nov. 19, 1995 Mr. Xie Qingxin, deputy director of the research room of Xicheng District led administration delegation of Xicheng District of 6 people went on the friendly visit to Chung-Gu District. Nov. 20, 1995 Mr. Jeon jang-ha, Vice Chief of Chung-Gu District, led administration study group visiting to Xicheng District. Oct. 8 – Oct. 12, 1995 Mr. Hong seong-su, led a 4-people delegation to form a team with our part attending Sino-South Korean friendly matches of table tennis and I-go held in Beijing by National Friendship Associations. May 20 – May 30, 1997 Mr. Kim dong-il, Chief of Chung-Gu District, led a delegation composed of entrepreneurs on the friendly visit to our district. Jun 17 – Jun 27, 1997 Mr. Kim sa-hong, Vice Speaker of Diet of Chung-Gu District led a 19-people diet delegation on the friendly visit to Beijing, Xi’an, Shanghai, Guilin, and Hong Kong. Dec. 8, 1997 Mr. Lin Wenyi, Vice Mayor of Beijing, led the municipal government delegation visiting South Korea and Japan. Yang JiChuan, Vice Head of Xicheng District, went with the mission and received by the government of Chung-Gu District. Dec. 15 – Dec. 21, 1997 Zhao Xianhui,Vice-chairman of National People's Congress of Xicheng District, led 6-people economic management study group of Xicheng District visiting Chung-Gu District. Jun 30 – Jul 3, 1999 Ms. Lee kyoung-suk, government official of Chung-Gu District, visited Beijing with her husband. Dec. 1 – Dec. 7, 1999 Ms. Li Yaqing, deputy secretary of Xicheng District led cultural construction study group of 7 people to visit Chung-Gu District. April, 2000 Ms. Lu Xiwen, Head of Xicheng District, led government delegation of Xicheng District visiting Chung-Gu District. Jun, 2000 Mr. Kim dong-il, Chief of Chung-Gu District, led a 6-people diet and government delegation visiting Xicheng District. Jun, 2001 Mr. Lee chang-hui, chief of Department of Communications of Chung-Gu District, led a 6-people government study group visiting Xicheng District. Oct, 2001 Invited by Department of Civil Affairs of Xicheng District, Song dae-sik, government official of Chung-Gu District, took part in community seminar of Xicheng District. Dec. 1 – Dec. 6, 2001 Ms. Li Yaqing, deputy secretary of committee of Xicheng District, led a 7-people delegation of cultural exchanges of Xicheng District visiting Chung-Gu District. May, 2002 Mr. Kim jang-hwan, speaker of diet of Chung-Gu District, led delegation of myeong dong Shopping Street, took part in Wangfujing Shopping Street International Seminar, and visited Xicheng District. Mr. Wang Changlian and Ms. Lu Xiwen, secretary and head of Xicheng District, respectively, met and treated the delegation. Jun 12 – Jun 18, 2002 Mr. Cao Changsheng, vice head of Xicheng District led a 7-people delegation of culture and sports exchanges to visit Chung-Gu District, and watched the World Cup Competition (China vs. Turkey). Jul, 2002 Mr.Heo gil-dong, head of International Exchange Department of Chung-Gu District, led a 5-people delegation visiting Xicheng District. Oct, 2003 Mr. Jo gi-jun, from Juvenile Practice Building of Chung-Gu District, led juvenile delegation of Chung-Gu District of 15 people visiting Beijing, and visiting Xicheng District by the way.
